Have validated job offer but not invited to apply for CSQ???

Hi everyone,
Are there anyone who had validated job offer outside Montreal Metropolitan but dit not get ITA when there is a draw?
I have validated job offer NOC B outside Montreal Metropolitan, there was a draw to invite recently, but I did not get invitation to apply.
Is that normal?
I heard that there maybe some system errors?
Anyone met this situation?

What is your NOC? When did you submit your profile to Arrima?

My NOC is 1241, I submitted my profile on 1st of December, 2021.
