Is it possible to have two active provincial nominations (same province, EE and paper-based)?

Hi,

My time on open work permit is running out and I have to act quickly. I am a recent graduate.

My EE FSW PNP application is getting nowhere and I am not sure why the agent wrote in the notes I don't qualify. My application is still active and I would like to not to withdraw it - miracles can happen.
Am I allowed to apply now for PR paper-based in the same province, while the first one is still active?

I just don't want to be rejected with paper-based after a year when they will say Oh, we can't process your application because we already nominated you for EE.

If for BC, you can only have one active application. See the FAQs.

Do you know if I could apply for paper-based PR (BC post grad) 12 months after I applied for EE PNP, or in reality, my only options are either to withdraw EE FSW-PNP application or wait to be rejected by CIC?
I am not sure if an active application refers to an application for PNP (which was already approved 9 months ago) or an application for Express entry (with PNP nomination).

To me (and I may be wrong) but registering is putting your name in the pool and waiting for a nomination. Application is after nomination. You have a nomination and waiting for PR so I don’t see how unless you withdraw your application.
