You can work and have legal work status the second you apply and submit your PGWP application. You should receive the confirmation of application submission right away. With this you have legal work status. I check with IRCC AND the immigration specialist at my university and they all confirmed this.

There should be no reason for you to wait if you can secure a job offer.

You have implied work permit status the second you apply for PGWP.

yes, really disappointed with it, I have been waiting for about 100 days. no income, just waiting.
IRCC is so irresponsible.

My confirmation of submission letter does not state any dates whatsoever other than the submission date. Not sure why yours is different. Are you sure you applied for PGWP and not an extension or as spouse of a student? As student itself there should be no deadline mentioned in the confirmation letter. It only states that the application was received. That means you have implied work permit status UNTIL a decision has been made. The only complicating matter may be if your study permit expires before a decision has been made, in which case I am not sure how to handle it.

Hey. Thank you for the quick reply. I'll quote exactly what it says,
"This confirms that your application has been received by Immigration, Refugees and Citizenship Canada (IRCC) on September 18, 2021.

Please attach this letter to your present Study permit number XXX as proof that you are authorized to work for any employer, in any occupation with no restrictions on hours until January 16, 2022 or until a decision is made on your application, whichever is first."

This period of work is authorized as per subsection 186 (w) of the Immigration and Refugees Protection Regulations."

PS: The doc is IMM 0127 E. If you search on Google Images, you'll get an Idea about it.
