Don't say anything about kids or fiance. Say you are going as a tourist or if there is a possibility to be invited by a same sex friend. Even invitation by a sibling, aunt or uncle is better than significant other/fiance/spouse/bf/gf/lover/etc (the latter category is the highest pull factor to Canada.
Now if you get married and now a spouse, of course you cannot mislead ircc because they will find out about it when you apply PR and they can ban you for misrepresentation.
Again, I'm not saying that declaring yourself a fiance is automatic refusal, they still will weigh your home ties against this HUGE pull factor to Canada.
In rare instances if the officer in a very good mood, they can give visa for fiances, fully expecting the couple to apply inland for PR...but thats rare like snowing in Jerusalem.
Think of a Visitor visa like going on a short vacation to an interesting place.
What's a normal vacation without quarantine issues? Depending how wealthy you are and ties to your home country, maybe 2-3 weeks with an itinerary of hotel bookings and tickets to see tourist places. (If you're feeling lucky). When you start talking about meeting/staying with ' friends ' that puts up huge red flags for the application especially if you are single, not married, divorced, and female.

Why not go spend some quality time with her? That could benefit you for any possible future sponsorship applications.

I’m really late to this thread, but you seem to know a lot. If after two refusals for a girlfriend TRV, would it be obvious to the VO if on a third application someone else invited them?
On another note, with regards to family ties; would having a terminally ill parent requiring care in the country of residence suffice as strong family ties?
Yes, it will be obviously. IRCC will have access to the previous two applications when the new one is processed. So they will certainly see that the person inviting them has changed. They will most likely assume she is still coming to visit you.
Strong family ties are normally situations where someone has minor children or a spouse who is not traveling with them. A terminaly ill parent could be a tie (although not as strong as a spouse / minor child). If she is going to use the caregiver argument, then it will be stronger if she is living with that parent (vs. on her own), is a single child, and plans to keep the length of her trip to Canada short (this should also be consistent with her previous applications).
Generally speaking, once you have two refusals, you want to avoid applying again unless circumstances have changed and you have new strong evidence of ties to provide in the application.
