Please confirm if it's necessary for one to have at least a post secondary credential in order to be eligible for FSW?

I am asking, because even if one has the maximum points for all criteria -- the points given for a high school diploma would not reach 67 points.

Yes, it's necessary because otherwise you won't have enough points.
