AFAIK there was not any draw in November. However, there are a few streams regarding OINP Employer, e.g.: Foreigner Worker, Tech Draw, Skilled trades. I assume one of these streams will have a draw next month.
Total number of nominations announced by OINP for year 2021 are 8350 and they have already issued 6700 ITA until now so we should expect some nominations during the first half of December. you can go through their plan for 2021 and check which stream still can accommodate 1600 nominations.

They didn't update the page on the site yet, but I know people who received ITA as Foreigner work: job offer stream applicant.

After getting the nomination, should we use the following portal to submit our paper-based application?

Via portal you submit an online application. For paper based application you will need to send by mail (Post canada) all your forms and documents to the office in Nova Scotia.
