Last I know, someone on January 22, 2021 outside applicant received Permanent AOR. Lets see what happens in December.

Received permanent AOR yesterday (forwarded to me by my consultant) 1 December but it was emailed to her Nov 30 around 5 pm.

Congrats for another step. Your file was received on 1 feb ? Mine was received on Feb 3 but no reply yet. Did you also get two AOR ? I just got only one in May.
