Ho guys, just got ready for visa email. Now the question is what is the difference between ready for visa and PPR?

I just asked this question in another page, posting here as well incase someone would be able to guide me. I applied under Maters category in Ontario PNP for PR(paper based application) in 2018 April. I got married in 2019 January and added my spouse in 2019 April. I got passport request only for me in 2019 June, but my spouse didn't get any. So I didn't send the passport as told by my lawyer and sent a letter about the situation that they haven't considered my spouse's application along with my application. It has been almost 2.5 years after that. No updates. I have ordered GCMS notes and everything. I have called them several times. No updates. Still on background check. What should I do? Experts please give me some advice

So the follow up question to that is this, in GCKey when it says, "you do not need medicals, we will contact you if this changes"
Is that the same this as "medical received" in eCAS? Please forgive my ignorance.
