When to submit the marriage certificate

My and my partner aren’t married yet and have no marriage certificate therefore.

Is there a possibility to add my partners detail in my profile including his language results, education & work experience with the plan to legally register the marriage after getting the ITA so we could submit the marriage certificate thereafter ?

No - not possible.

You can only add your partner now if you are either legally married OR you have lived together continuously for at least one full year and qualify as common law.

You need evidence that proves continuous cohabitation for at least one year (i.e. that you have lived together for at least one year straight at a shared address). So you would want to have several pieces of evidence like: joint property ownership dating back at least a year, joint lease dating back at least a year, joint bank accounts / credit card with statements dating back at least a year and showing a joint address, etc. Note that it's critical this evidence dates back at least a year from today since you need to show you have at least 1 year of living together.
