Can the FIRST adult passport application be filed with Canadian High Commission / Embassy outside Canada? As I understand PPTC040 Form for passport is for this purpose but not sure? The reason being that that Citizenship Card may take from few days to few weeks to arrive after the Citizenship Oath and if one has to travel genuinely.

Given the elaborate instructions on getting guarantors outside Canada (here) and the fact guarantors are required only for the first passport (and not for renewals) it would seem you can apply new passports outside Canada. As long as you have someone that can safely mail your citizenship certificate using a reliable service like FedEx and you don't anticipate any urgent scenarios to travel back to Canada, it seems ok.
Worst case, you'll have to get a temporary passport which will certainly be a convoluted process.
There's no rule against it, but if there is a genuine travel plan, then one can request for urgent/expedited collection/delivery of the citizenship certificate.
For Canadian kids born outside but NOT born in a jus soli jurisdiction or adopted by Canadian parents they have to issue new passports outside Canada.
Just be prepared for any delays also I'd imagine you must have your citizenship application in your hand otherwise its going to be a lot of trouble.

depends on the country and your status in the country.
If you are asking about india, yes - it can be done. I am basing this on precedences i am personally aware of and a well defined process existing for it.
Your biggest challenge will be how you transfer the citizenship certificate to outside of canada.
were you able to make passport out of canada then? i am in similar situation and your experience will help me.

yiu can through the embassy/consulate located outside of Canada but you need the citizenship certificate for that
