I think I can’t reapply because the file is still open and showing in process so better to wait for the right time

Do you mean I submit a new application?

if your application is under processing for a long time , you can re-apply again and pay the fees , recently they started to process the new applications much faster .
in my case I was waiting for 8 months then I decided to re-apply using the cle-gc , after a few days my first application was processed and second one was withdrawn
