The funds that you're showing. Does that account have healthy transactions of credit and debit in the past 6 months or is it just a few big credit transactions? VO perceives it as a "manufactured" proof of funds. Did the institute provide an LOI - Letter of Invitation in the desired format? https://www.canada.ca/en/immigration-refugees-citizenship/services/visit-canada/business/bring-business-guests/letter-invitation.html
Yes the account have healthy transactions and the institute provides me the loi in accurate format. When should I reapply??

If you are intent on reapplying, then reapply alone without your family and state that you are only coming to Canada to attend the 5 day workshop. Hopefully the workshop is organized by a DLI. Show payment of workshop. Not sure what you can achieve with a 5 day language workshop.

Re-apply when you've documented proof that you have reasons to come back to India. Try to think like a VO. You're showing $40k and you claim to have no property of your own? You need to show reasons why you will return to India. A business or job that you have to return to. Investment/property that you have in India. Parents & Parents-in-laws who are in India who you have to take care for etc.

They have refused on the bases of travel history.

Think the refusal may be based on more than travel history. VOs don’t always list all the reasons for refusal. GCMS notes will likely provide more detailed reason for denial. In general, it doesn’t make sense for your whole family to travel to attend a 5 day French course. Alliance Francaise provides French courses worldwide. You could take a similar course in India. The fact that you are traveling as a whole family, have applied to immigrate, don’t have property in India and it’s unclear whether both you and your wife are both employed are all reasons you may have been denied.

What travel changes are you making? You were refused on not leaving the country which can mean funds, travel history, job, ties to country etc.
I am refused on the basis of travel history. So I am going to make travel history and I am asking that after making history how much time later I should reapply??

You stated one of the reasons was “not leaving the country” and now it is travel history. So you need to apply to the UK, US, NZ or AUS, get approved for the visa and then visit that country. Once you return and show that you will abide by immigration rules of one of those countries, then reapply.
