One more question do you think giving a call to IRCC delay the process as i have sent 3 emails to the Portal and there's no update yet not sure how long do they take.

Just to give an update i just received my credentials for the portal.
Your timeline was super fast, COPR within 11 Months !! that's really incredibly fast pace. Congregational and Wish you good luck with PR card.
Today, I’m celebrating 28 months waiting time and still nothing done. 4 years in Canada. Feeling hopeless in this country.

Wow lucky you.. Etobicoke is the worst IRCC office in Canada. They take months to issue the eCoPR after submitting photos and address..
Don’t worry. All IRCC offices except for Etobicoke process pr cards fast.
OSC is in Ottawa.. I am not sure who is responsible for printing the PR card whether it is going to be OSC or IRCC Calgary. Regardless of that, you're now a permanent resident, and that is what matters. The card will come sooner or later. You, as a refugee, do not need your PR card to travel. You can use your refugee travel document to re-enter Canada.
