The processing centre is Mississauga.

The Oath letter I received states: "It may take up to approximately 2 to 4 weeks to receive your certificate [...] if you do not receive your certificate within 6 weeks of the date you submitted your Oath or Affirmation of Citizenship form, contact us."

So, between 2 weeks and, I would say, 8-10 weeks if they have to resubmit.
Make sure they have the correct mailing address and that you submit your signed Oath.

I put it as urgent and i got a tracking number from a very helpful CIC official that took my pre-registeration. My flight is on 19th so hopefully i get it tomorrow or day after tomorrow.
