Yes, a month before I used to email/call them bi-weekly and they used to say/reply the same "It is in process"

PRTD based on H&C don’t have a standard processing time. Easily can be 6 months to a year.

Can anyone let me know how much time is it taking for you to get PRTD in india ? VFS i believe are still not accepting any applications at i think it is still online ? Please advise

You can not apply for PRTD until you are in India. Within Canadä you can not apply as it needs stamp on passport that you are out of Canada

You can't apply for the PRTD until you are outside of Canada. So no, you cannot apply 1 week before travelling to India.
