Because they're currently focusing on applications of refugees and asylum seekers from Afghanistan I believe. That's why PGWP as well as other work permits are taking longer than usual to process.
I see. But isn’t the refugee application being processed in Ottawa, while most work permit are processed in Edmonton?
IRCC updated their application status last night. It said 80% of the cases they finalised are applied in second week of June while last week it was first week of June. Let’s hope that they are still processing the application in normal capacity, and people just aren’t on this forum to share their timeline.

I understand that but from the message you may receive from IRCC if you submit a Web form inquiring about your application, you'll notice their automated message states that they're currently prioritizing Refugee applications the reason for the delays, I would assume. A call to an IRCC agent may help us understand whether it's the case though.

I applied on August 21st, no updates so far. And I don't think you can work after that date, since it states "Whichever is first". I have a bigger problem here. I have not been able to work in my field of study since there is a condition in my study permit, which apparently I still need to follow until I get my work permit.

Exactly, the "whichever is first" is the concern

Wh

What does it say on yours to make you think that?
The letter I received states the following: "Please attach this letter to your present work permit Number as proof that you are authorized to continue working with the same conditions (ie: employer and occupation) until [WP_Expiry_Date]or until a decision is made on your application, whichever is first. This extended period of work is authorized as per subsection 186(u) of the Immigration and Refugee Protection Regulations. If you leave Canada before a decision is made on your application, you will no longer be authorized to continue working."
