Can GCMS notes be ordered for Visit Visa application of parents?

I went through the process of requesting GCMS notes, but it seems like it was only applicable for immigration/citizenship applications?

My parents applied for their visit visa on February 22/2021 from Pakistan, and they submitted their biometrics on March 01/2021. It still says their case is getting processed, probably background check (they have an extensive travel history).

However, when i checked the processing times for a visit visa from Pakistan, it is saying 33 days:

So I'm curious what's going on

They may need to reapply. Recommend you read through discussions in the Visitors section of the forum. Also look for IRCC's announcement regarding applications after September 7th. The Visitors section of the forum has a big thread focused on this.
