Do you have the right number of years of foreign work experience in your EE profile now?

Regardless, do you think it’s a good idea to look into PNP programs now or should I consider this after I resubmit my EE after my current one expires in 3 months in January 2022?

You should always keep your EE profile updated if it's a priority for you to immigrate to Canada. I would do it now.

Yes, I would recommend that you dedicate time to researching the PNP programs in detail now. Your score is too low to be selected through FSW / Express Entry. Since you know there is no chance of that happening, you need to focus on the PNP programs and research them in detail to understand if any are an option for you and what it will take to be selected. We have already ruled out Ontario for you. As said, your EE score is too low to be selected by this province. Focus your research on the other provinces.

My current situation is as follows:
I submitted my EE profile in January 2021, currently at 403 points waiting to get ITA. If I apply for a PNP program now, e.g. OINP, and I get nominated by a province, will my chances of getting ITA increase even though I'm applying from overseas (I'm currently residing in Australia)?

If you are hoping for a Provincial nomination program linked to Express Entry, make sure you select all the provinces (except Quebec) when asked where you are planning to resettle in Canada.

Then, do your homework and check the requirements for all PNPs linked to Express Entry, then modify your profile accordingly. For example, Nova Scotia has sent in the past letters of interests to candidates who had selected "French" as their main language. Anybody who masters French and English and who would have chosen "English" as their main language would have been left out of that invitation.

If you manage to get a provincial nomination, you could receive an invitation, even if you are not living in Canada.
