Dear all,
I had applied for OINP Human Capital Stream on 26-Aug-2021. Unfortunately, I couldn't authorize my ECA (WES) body to share the results with OINP due to some serious medical issue (that can be proved by evidences), and forgot the same up till today when OINP sent me a letter mentioning "Incomplete Application" and they closed my application on this ground.
Now, how should I proceed to make them realize the issue and request to reopen my application.
Please share the experience if anybody has had the same issue and got it resolved.

I would suggest that you should call them immediately and explain the situation. Parallely, authorise the ECA body to share the details with OINP. It is possible for them to reopen the case.
In short, after you have authorised the ECA body, call, email or whatever communication mode that gets them to open the file again.

Someone did in case of PEI PNP due to medical issues. He got it reopened after explaining his situation. This situation is a very common in which you are. I have seen files being closed due to this reason. But people who posted the issue never updated about the outcome.

What is the current timeline to final nomination once a nomination letter is issued by the province?

My Application has moved to DIP stage. What is the typical time for the next stage and what are the next steps, do help clarify.
I am hoping the next PNP draw would be end of October'21, is there anything that needs to be done from my end?

When did you submit your file?
Usually, DIP stage can last between a week to a month.
@SRM789 for my case it was one week, but as @akd19 said, it can also last for a month, we don't really know how they process the application. For you right now, just be patient, or you can start gathering some documents, like the "no criminal record" you can also gather information on where you can have your medical visit, prepare your bank account statement, work certificate... so at least you'll have all the documents ready when you will be in the next PNP draw.
It is possible, applicant need to attach a word document explaining that medical will be done on request.
Do check with some professional that how to apply without medical upfront. Without seeking help of a professional I would be hesitant to submit my application without medical.
