They already crossed this year express entry target. My speculation is:

They are keeping this month's gap to decide on next possible move and give some breathing space for clearing backlog.

Mostly, they will do one big FSW (or CEC) draw at the end of this year based on new immigration minister decision and covid travel restrictions.

There was a supposedly leaked communication (though its veracity is impossible to verify) that stated that IRCC thinks that they cannot land any more people they issued ITA after September 2021 this year.

As I said before, its pure rumor and hearsay and speculation.
