NOA Income Proof for PGP-2021

I came to Canada from USA on PR in April 2019 . I have applied to sponsor my parents under Family sponsorship and am invited under 2021 program.
Per application guide, need to submit Notice of Assessement as Income proof or 2018, 2019, 2020.
Given that I have moved to Canada in 2019, I only have Notice of Assessment with CRA for 2019 and 2020. So can I submit Tax returns from US for 2018 ?
or do I need to file taxes for 2018 here in Canada to get the Notice of Assessement?

No - you can't submit a Tax Return from the US. Only CRA NOAs are accepted.

You don't actually meet the qualifications to submit the application.

No only Canadian income (NOA) is excepted, no exceptions. You need to show LICO for 2018. You can file a 2018 Canadian tax return for 2018, if you didn’t move to Canada until 2019.

I ask this out of genuine curiosity (and as someone who never will apply for pgp as my parents have zero interest in moving to Canada and my in laws are Canadian citizens). Are the income requirements not well advertised or something that there seem to be endless numbers of people getting selected then realizing they don't actually meet the income requirements?

They are very well advertised.

People are either too lazy to read the details, too selfish, or think they can somehow get around the rules (they can't).

All this does is take the opportunity away from those who actually do qualify. Very sad.

Indeed a total shame.

It is like somehow allowing kids below the age of 18 to buy Lotto 649 or LottoMax and when they win they start asking "are people below the age of 18 allowed to claim the prizes when they win the lottery?"

There is a good reason why the lottery outlets are NOT ALLOWED to sell lottery to kids below the age of 18 since they are ineligible anyway.
