Sponsor second wife

I think YES if he divorce her wife first. As long as her wife did not sponsor him to become PR under sponsorship category, he can sponsor his girlfriend. He became PR a dependent based on her wife CEC application; in other words they became PR together. If her wife sponsored him to become PR, this would be different and the 5 years BAN would applied.
Please intervene if I am wrong.
Don't take my opinion as 100% sure... Double check with others since I can be wrong.
They will need to be separated for a year to get divorced in Canada. Having a second spouse is illegal in Canada and if there is any concern that this isn’t a true divorce and remarriage there will be a lot of investigation to prove that the first spouse is indeed leading a separate life and is truly divorced.

The five year ban doesn't apply. They immigrated together through an economic immigration stream. He wasn't sponsored through spousal sponsorship. The five year ban only applies to spousal sponsorship situations.

I would suggest you to take training in order to become an immigration consultant in Canada. You have informal experience which mean a lot when become formal. I've been following you for years in this forum. I really hope you become an immigration consultant if you want to; so think about it.
