The only factor that matters for ITA is your CRS, nothing else.

If you're above the cutoff score it doesn't matter which program you're eligible to.

If you're asking for which program you'd be invited if you're eligible for several then yes - CEC first then FSW.

CRS score but there has not been a FSW draw since 2020 due to Covid. When the first FSW draw happens expect scores to be over 470.
