MEP - 28th Sept 2021 (gave upfront Medicals for both of us)
Biometrics - 28th Sept 2021 (status showed as Completed, I had given my biometrics previously when i applied for my PGWP, got BIL for my dependent)

update from IRCC - 29th Sept 2021 - saying Biometrics not needed for Dependent and a refund for 85cad

did this happen to anyone else ? seems really strange

I have same case like you . CEC inland with Outland dependent.
Ircc send biometric request for me and for my dependent they updated old when he gave for SOWP .
