Yeah back in July the immigration minister responded that way at least the open work permit will be approved for the applicants who submitted for Permanent residency under the program.
Its mean just inside canada applicant?? And which years 2019 or 2020? if you have any link of this statement please share it..!

I don’t have any link right now but pretty sure if you search for the update by minister in 2021 can spot it. He didn’t mention the year just said 6000 applicants have to be approved by the end of December 2021. And again the words he said in the past wasn’t a success.

The 6000 are the second stage, those inland applicants who completed their 24 months. Oh yes, there are LOTS of caregivers who were stuck, if you’re here you will meet most of them.
The 1500 are first stage applicants (outland or inland) for job restricted open work permit only, which they promised to be fulfilled at the end of june.
 
There isn’t any update after that, will see by the end of October if the are committed to the words or not?
Again, its a pilot program. Pilots are for testing... I never had many hopes on this program. I just applied so that my contact get PR. Otherwise, i will invite them through Visitor Visa and then work permit (inside Canada)
