Hello, my friend applied PNP SW he rejects as misrepresentation. He also applied for a WP extension.
What is a potential decision letter from CIC? Can he apply for CEC?

I think so, he sends the wrong one instead of the updated result, and he posted a new one to the officer. He thinks to write an apology letter, for misunderstanding.

It doesn't make sense unless the outdated test result is a fake one.

If you provided expired/outdated result, they most likely will just request for current test result. A reject as misrepresentation is a big deal.
