Will it be enough time? There is no way of knowing. When I applied, the estimated processing time for a study permit application from outside of CAN was 8 weeks. It's currently at 11 and maybe tomorrow we'll know if it stays at eleven or increases to 12. Who knows what it will be like in one, two or three months? I mentioned the fee due date because you have to analyze every possible scenario. For example, what would happen if your friend applies, January comes and she still has no answer? If she starts to study, and then receives a refusal, she won't be able to defer (most probably) to the following term, meaning there is no way she is getting her money back. She could continue with her studies and even graduate but she will have to do it all from her country. Another possibility is she can defer before the start of classes (or even in the first days of school, this is defined by each DLI), but if she does by more than 150 days then she will have to reapply for a new study permit.
See what I mean? It's not so black and white.
My short answer would be: is it enough time? Hopefully, but no way of knowing. Good luck to your friend! Tell her to move fast!
