For me its 11 Months ( October 2020 ) outland files are just stopped they are not processing i feel.

We wish that you are correct and they have started working on Outland applications.
But for applicants like us, we have no idea what is happening with our applications.

There is news about BOWP (https://www.canada.ca/en/immigration-refugees-citizenship/services/work-canada/extend-permit/bridging-open-work-permit.html) it wasn't announced anywhere but looks like they removed the requirement that the current WP has to expire in the next 4 months.
It allowed me to file my online application for BOWP despite my current job-specific WP is valid for more than 4 months.
It could be useful for those who are inside and tethered to their current employer and wait for PR still.
I applied for BOWP, will see how it will work.
