Expired PR card

My sister is out of canada and has her PR expired from a long time and she wants to come canada for a visit ( to visit me ) , so is she capable of applying for a visitor visa ? if she do that she will lose her PR status? and what is the best thing to do if she wants to come for a visit and at the same time not to lose her PR status

She can’t apply for a TRV because she is a PR. She can try to apply for a TRV via H&C if she has reasons why she couldn’t meet the RO like parent having cancer and no other family in the home country with proof of treatment, hospitalizations, etc. for the duration of the period abroad. She can try to enter via a land border from the US. She may be reported for not meeting her RO but will be able to enter Canada for that visit. She could also renounce her PR and apply for a TRV.
