Hi folks,

Under the Background section , question 2(b) says "Have you ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country or territory ? YES/NO"

I applied for Canadian permanent residency (under FSW) in 2009 and then I received the refusal letter as I was ineligible.

What option should I chose ? Yes OR No ?

Yes. You cannot hide anything like this from them, they will know anyway.
