Based on the information you have provided so far, there are a number of factors that make your profile very weak and which have most likely made IRCC concerned you aren't a genuine student. The main three problem that I see are the following:
- Strong ties to Canada due to your siblings living here
- Low grades
- Poor choice of schools (low reputation private college)
My recommendation is that you forget about coming to Canada now. Complete your education in the country where you are living now and work harder to achieve much higher grades. Then reapply for a Canadian study permit once you are ready to come here to complete a Bachelor degree.

You're right. You can't change the fact that your brother and sister both live in Canada and have PR. But unfortunately this weakens your application and means you need to have a stronger profile to be approved. This is why we are telling you to switch schools and avoid private colleges.
