Study permit expires on sept 30 but was not allowed to travel

Hi,
My sister has her study permit valid until sept 30 2021, but she finished her course from India online due to covid at Canadian university- st.clair, Windsor (listed under DLI). Since she cannot travel from India directly to Canada, she chose to travel via Egypt. And at Egypt, she was not allowed to board the flight to Canada on August end, although she explained she had to be there for the graduation, with the valid study permit.
Her university now insists that she apply for another course, in order to travel.
She now returned to India and applied for her PG work permit.
There is so much unwanted expense throughout this waiting process.
Kindly Please advice how she can proceed about and what travel documents she would require, to not have this experience again.

Her course is already completed, therefore her study permit is no longer valid even if it hasn't expired. She can either apply to extend her SP or apply for a new SP. She can also get pgwp (which she's already done) but that may take a while.

If she has a valid TRV and is fully vaccinated with the approved vaccine, she can come in as a tourist from 7th Sept.

Study permit expires 90days or last day of her studies whichever comes first. if your sister had valid TRV-P1 and solid proof to attend graduation ceremony, then that would be different case...

Thanks to you both. Another query I have is, is there a clause that she has to get a job if she is applying for PGWP from India.

No, job offer is not required to apply for PGWP.

1. If she does apply for TRV or travel on visitor visa, she may not be able to look for job isn’t it ?
2. For PGWP to be approved, should her student visa (expiry date) be extended ? Or is it fine even if it expires on sept 30
3. Can she also request the university for refund on travel expenditure cause it they who informed her over call to travel.
