so a letter of explanation is to help the visa officer to understand you and your goals.
why you want to study there and that you understand your responsibility as a student

That is SOP, Statement of Purpose or Study Plan, yes.

when do I submit it, I've been rejected before, I didn't submit it and my police report. my question is if that's the reason I was rejected
Could be that the reasons. However in rejection letter, they specify why they refused your application. You can order GCMS too to read specific reason

If this was your first application, you would have only needed to provide a Study Plan/Statement of Purpose (SOP) as mentioned above, but because you've been refused, you should provide both the SOP and the Letter of Explanation (LOE). The LOE will address each point raised in your refusal letter or GCMS notes.

The following is what you will include in your SOP:
  • Why do you wish to study in Canada in the program for which you have been accepted?
  • What is your overall educational goal?
  • Why are you not pursuing a similar program in your country of residence or other closer and/or cheaper countries?
  • What research have you done into studies in your country of residence or citizenship?
  • How will this program enhance your employment opportunities in your country of residence or citizenship?
  • What ties do you have to your country of residence or citizenship?
  • How will you pay for this program and your living expenses while in Canada?
  • If it has been more than two years since you have left full time education, provide your Curriculum Vitae (résumé)
  • Any other information you think might be relevant to your application.
