IT (IP) manager/vice president jobs in canada

Hello! My husband is an Operations Manager for a medium sized IP company in the UK. We've been trying to find a job for him in Canada (our desire is to take our daughter out of the UK while she is still young as the environment for bringing up children here seems to worsen more and more every year - it's a long topic). We've tried looking for recruiment websites in canada, used a few of them, but it seems that there are simply no jobs for him there. Is it a sign of recession or are we not doing the right thing jobsearchwise? Many thanks for any input!

I would recommend him to register his profile on linkedin.com and create connections with Canadians.
The personal approach gives him much more chances to find a job.
