Permenant Residency Renewal - Income Tax Returns

My PR is ready for renewal in 9 months, and I've started gathering documents etc....

I read IMM 5444E and noticed a section allowing CRA to divulge tax information.

I know I haven't filed a tax return for last 2 years (due to work and personal issues).

Are missing income returns an issue for PR renewal?
