All IRCC cares about is meeting annual targets. So right now, they'll focus on producing as many PPRs as they can in the remainder of 2021. Completed apps (FSW, CEC, PNP, everything) will get preference, which means expired CoPRs will get priority. Working on apps in their earlier steps will lose IRCC time.
My guess is, if one's app is all stages passed or all stages passed except security but with initiated security, they'll surely land this year. All stages passed with uninitiated security will most likely land in Q1 2022. And the rest will land later. Is that really a problem though? You'll land 2-3 months later than you normally would, that's not the end of the world.

Defo I will not agree with the part that Delta will infect nearly all vaccinated people. There is very small percentage of vaccinated people that are getting sick, usually they are wither half vaccinated or they have underlying health issue so it is bu***** there will be more vaccines to come and it will be like a flue vaccineThe analysis by this Dr seems really sound. In recent weeks there is growing consensus among health scientists we won't reach herd immunity in the wake of Delta.
-Delta will infect nearly everyone (vaccinated and unvaccinated).
-Thus more variants are inevitable.
-There is no point in continuing mass testing.
-Govts. are moving towards clinical testing. Test on case by case basis as patients arrive and treat them accordingly. For example, Germany ending free testing coming Oct.
-Vaccines will still lower the chances of death and hospitalization.
-Move on from reporting infections or +ve cases to people actually getting sick & hospitalized from Delta.
-It is endemic now.

Delta variant is far more transmissible than the original strain, so it definitely has the potential to infect many more people (vaccinated or not). Vaccines don’t stop people from getting infected, however they prevent severe clinical outcomes and deaths to a large extent.
