I think in the case of coming to canada and again returning to home country and again coming to canada and claiming a political asylum will not be acceptable?this is because if it was dangerous for your life then you returned home country again.this is my view

You're still free to try to claim asylum. Whether the asylum claim will be approved or not is a different matter.

Again, you would need to explain what has changed between 2017 and today that now make the asylum claim necessary. If conditions in the home country or for the individual have dramatically changed, it's certainly possible for an asylum claim to be approved in these circumstances.
