Applying for passport with citizenship certificate from outside Canada

I have a couple of questions:

  • Can I enter Canada with the citizenship certificate? I assume the answer is no, but I want to make sure.
  • Can I apply for my passport outside Canada with my citizenship certificate in the country's Canadian Embassy where I would be if I left Canada after getting my citizenship certificate?

First is definitely no, but land border MAY work.
Second - I don't see why not. But since urgent passport is available these days, why not save all the hassles before you depart. @rajkamalmohanram has recently done that, check the Canadian Passport thread to look at their experience.

Thanks for the reply. To follow up: do I need a one of pre-defined reasons for urgent passport or any reason like traveling to visit family would do? Before the pandemic I think there was express service, where you pay extra and you don't need a reason to expedite your application, but now I am not sure it is available. The problem is that I may have to leave Canada before the oath's invitation, and if I returned for the oath I cannot stay for 2-3 weeks for the citizenship certificate, and then 4-8 weeks for the passport. I recently read that passport may take at least 6-8 weeks normal processing.

I'm not entirely sure about urgent/express passport services - when I applied in May those weren't available to me yet. @rajkamalmohanram should be more experienced on this matter. If you have a compelling reason, I don't see why not they wouldn't approve for an urgent processing.

No, I never crossed the border with a citizenship certificate. However, looks like traveling with a citizenship certificate from the US by LAND might be possible :

If you do not have a passport, and are returning to Canada, the following documents can denote identity and citizenship:

  • NEXUS card, held by a Canadian citizen, when entering Canada by air (when coming from the U.S.), land, or marine modes
  • FAST card (Free and Secure Trade), issued to a Canadian citizen (when arriving by land or marine modes only)
  • Canadian emergency travel document
  • Canadian temporary passport
  • Certificate of Canadian citizenship (issued from 1954 to present)
  • Enhanced driver's license issued by a Canadian province or territory
  • Enhanced identification/photo card issued by a Canadian province or territory

At the time of submission of passport application, if your travel is within 2 business days, you can avail the Urgent Pick up service and you'll receive your passport the next business day. If your travel is beyond 2 business days but within 9 business days, you can avail the Express Pickup service.

They are very strict with Urgent Pick up service - The travel needs to be within 2 business days and you need proof of travel.

For Express pickup, though they asked me if I had proof of travel when I booked an appointment (which I did), they did NOT check (or even ask for) the proof of travel at the passport office.
