Can visitor visa holder exchange Ontario driver's license?

Hi Guys,

I'm PR and my wife has a visitor visa, she has an expired US driver's license (expired within 12 months), she has over 5 years' driving experience in the US and has the driving record as well.

Can she exchange for an Ontario driver's license considering she is on a visitor visa?

No, because applying to a provincial government Department of Transportation (or Division of Motor Vehicles, or equivalent) for a driver's licence requires that you have a permanent address in that province, which as a visitor you can't demonstrate that you have.

The usual proof of having a permanent address is a signed apartment lease, a deed or mortgage statement for a house or condo, or a utility bill or insurance statement with a local address.
