I heard from the IRCC agent on call that actually ordering notes puts your file on hold as the officers have to retrieve your file, redact information and then send a copy to the applicant which puts your file back at the bottom of the queue.
Seriously... IRCC can not even hire telephone agents who can answer consistently.
Don't think this is true, a separate division in IRCC takes care of the note.
