Can an international student enrolled in a university in Manitoba stay in Quebec during her first semester (online)?

Hi everyone,
I am a permanent resident of Canada currently living in Ontario but I am planning to move to Quebec soon, my sister who is coming to Canada as an international student at the University of Winnipeg wants to stay with me during her first semester(Fall 2021) since it is going to be online.
So, my question is, Is an international student enrolled in a university in Manitoba allowed to stay in Quebec continuously for 4 months. If yes, is she allowed to work in Quebec or does she need CAQ?
I hope someone can help me figure that out.

As long as she is enrolled as per her study permit requirements, she can live with you in QC. As far as working in QC goes, she may or may not be given permission to work off or on campus..
