Hey,
I submitted my application in May 21st and collected my biometrics in May 28th.
The problem is that I had delays in my CAQ and submitted it only by July 22nd.
Which date will my application be processed considering completeness?
Should I expect a decision soon? The are nos finishing applications submitted by May 15th, and mine was from Mau 21st, I guess.

Your timeline seems normal. It is not too long. We've seen people apply for study permit for Quebec in Oct 2020 just got the final decision last week so.. No one can tell you how long it is gonna take. Unfortunately, you have no other option but to wait.

It might seem like a bad decision to have bought the tickets, but they were supposed to finish by august 6 applications until may 15th, so may21st should be arround next week or the other. Not sure that will happen, though, a bit nervous. Is my way of thinking correct?

I believe that it is considered complete on July 22nd since before that date, without CAQ, your application can not be processed at all.

But is my application considered complete um May 28th with the biometrics or only July 22nd?

If you submitted your study permit application by May 15, 2021, without the official copy of your Quebec Acceptance Certificate (CAQ), then you must submit the official copy using your online account or our web form by June 30, 2021, to have your application processed in time for the fall semester.
