Can I use my brother T4, PAYSLIPS,

No that doesn’t prove that he lives in Canada. As per the website,

• Evidence that the family member currently resides in Canada must be provided (a residential lease, mortgage documents, utility bills, etc.).
  • The documents must show their address in Canada and should be recent (dated within six months prior to submission).

Income tax returns can be used as proof of residence in Canada. My brother is filing his PNP case at the moment. Income tax Return, pay stubs, pay slips, employment contracts and lease agreement are mentioned in the drop down menu where he needs to upload the proof of residence.

You would need additional documents because tax return does not guarantee you are living in Canada,
