from my point of view yes, it is good sign. If you have received that requesting it means that they are working on the process of your sowp.

It depends! We applied from Sri Lanka and after a week submitting the medical, we got the PPR.

Like I said it was from Canadian High Commission in Sri Lanka and we got the PPR in about 6 days after medical done.
