If you had availed the CRB benefit with eligibility then there won’t be issue.
I was eligible but worst case , lets say , they found me ineligible, i am ok to pay it back too . Will the CRA just ask it to pay it back or CIC will go ahead and refuse my application based on it?

They are two different agencies.
and covid was an extraordinary situation that affected everyone somehow…
So if the government of Canada said that international students that meet the requirements to get CERB were elegible, I dont understand why there would be any issue. In the very worst case scenario they would ask you to pay it back, but I think if that was the case they would have asked you by now.
I don’t think CERB could affect the eligibility for PGWP.
But honestly reading all these replies I feel bad, the leves of anxiety and stress this long process causes among applicants it’s shocking.
in my case I have lost my sleep and appetite, I am just so anxious.
I hope everyone who’s feeling like me, gets a positive answer soon.

One of my friends applied on 25th May and was approved on 20th June.
Another applied on 19th May got her approval on 3rd July.
I do not know how they are picking up the files. I applied on 31st May and have no change till the date.

I applied on May 21 and haven't had any updates. I thought that it was a first come first serve basis for processing applications. Is that not the case?

How does it work then?
It works pretty much like when you apply to a job or a school or for your study permit or permanent residence, etc. The applications are typically processed largely in chronological order, but for any "specific" application, it might be out of that order because of individual merits and circumstances. For example if someone has a part time studying history their application will be more complex and takes longer to process. Also different visa office and visa officer may have a special workflow at their own discretion. It's not like queueing to get a PS5 in Bestbuy where you *know* you're going to be the next if your friend coming together with you just got in. Given that, plus the estimated processing "status" (not the processing "time", which is inaccurate) from IRCC, it could be a good idea to reach out to IRCC (call them, web form, etc) if it's well beyond their processing window. E.g. right now they are finalizing most (80%) applications from the week of May 8, so call them if you applied in May 2 or something.

Based on the data I collected, apart from a very few exceptional applications which got approved in a very short timeframe, all "regular" cases are "generally" process in the order of submission. You can check the data trend and predictions in one of my previous comments in this thread. Inland PGWP has been slow since mid-May, but rather "stable", comparing to other programs like overseas visa, and permanent residence, where some 2021 applicants got approved and some 2019/20 applicants are still waiting.
