Hello! :)

In order for one to apply for a PR status after studying a 1 year Canadian post-secondary credential -- does the credential need to be a completed program?

ie. Studying for 1 year in a 4 year program.

Your question is a bit confusing. If you want to get extra points for having Canadian credentials or if you want to qualify under a provincial program, you need to complete the program first before you will qualify. The only exception I can think of is at the PhD level of study for certain provinces. In that case I believe you may be able to qualify after 3 years of study and you don't have to complete the full degree to qualify to apply.

Thank you @scylla . I guess what I'm asking is whether or not it needs to be a completed program of 4 years in Canada in order for it to be accounted for in the CRS points. So applicant would need to finish the 4 years of Canadian schooling before they can apply for a PR status.

I guess if that's the case, it would be just be ideal for someone to complete simply a 1 year post-secondary credential in Canada and then apply for their PR status.

Yes, you would need to complete your studies in order for the program to count towards CRS points. Zero points for incomplete studies. So if your program is four years in length, you would need to complete all four years successfully to get the points. If it's a 1 year program, then you would need to complete that one year to get the points.
