Good afternoon all,

Pls i got my LAA last month with proof of connection to Canada to be my wife's cousin (first cousins). Now the cousin started working in Manitoba a year ago (first week in August 2020). He crossed over from Toronto where he had his college degree. Now the cousin is still processing his Manitoba card and PR. Its 2 months plus now that he has applied for PR and he has done medicals. He says it will take 2 months max more to get the PR while he has applied for the Manitoba Card. How will I proceed from here? Do I still use him to process the application while i explain to PNP officer that once the card is available I will forward it to them?

Why did you apply when your cousin is not even PR? You can’t apply and explain that he will become PR. One of the requirements is that the supporter MUST be a PR.

I understand what ur saying. The supporter actually applied for PR before now but had to restart the application after some months because they needed his degree certificate which wasnt yet out by then. I will surely get his PR by October latest

Check Manitoba rules, but your supporter may need to show residency in Manitoba for one year as a PR not as a temporary resident. So that would be in 2022.

Hello the below is from the MPNP website

Manitoba Support

A Manitoba Supporter is an established resident of the province who is a friend or relative of the applicant and is willing and able to review and endorse the applicant’s plan for settling and finding employment in their destination community. A Manitoba Supporter must be the applicant’s close relative or friend/distant relative, and must be:
  • able to provide documents proving they reside and are established in Manitoba and have been living in the province continuously for at least one year (ex: copy of Manitoba Health Card)
  • a Canadian citizen or permanent resident (ex: copy of Permanent Resident Card)
  • able to demonstrate sufficiently close ties to the applicant and to Manitoba
  • able to demonstrate that any applications they previously supported resulted in successful, permanent economic establishment in Manitoba
  • able to support the applicant’s Settlement Plan

From the above, u can see that its one year of living in Manitoba and not one year with PR. My relative has been working in Manitoba for the last one year continuously. The only snap is that his PR is still undergoing processing and partly this was due to COVID-19 restrictions. Am believeing this can be vaived?

Truthful and Correct Information
As the principal applicant, you are responsible for the accuracy and reliability of the documents and information submitted with a Nomination Application to the MPNP and for any information or documents provided on your behalf by a person who you authorize. The MPNP may consult third parties to verify the veracity of the documents submitted.
A false declaration, fraudulent document or concealment of information could result in:
  • the rejection of an application;
  • the withdrawal of a nomination;
  • the refusal to examine any other application from that applicant for a period of two years; and, if applicable,
  • the exclusion from Canada and/or become grounds for prosecution or removal.
If, at any time during the submission of an Expression of Interest (EOI), the application process, nomination stage or submission of Application for Permanent Residence, it is found that you have misrepresented facts, supplied fraudulent documents or concealed relevant information from the MPNP, the MPNP reserves the right to close the application and withdraw the nomination (if issued).
Routine checks are conducted with issuing authorities, home government departments and other reliable sources to verify whether information provided and documents submitted are genuine.
There is no excuse or justification for misrepresentation. If a required document is not available, you should attach a written explanation when submitting your application and, if possible, provide other documents or information that might substantiate the issue in question.
Misrepresentation or withholding material facts relating to your Application for Permanent Residence in Canada is a criminal offence.

See bolded, its possible to write a written explanation detailing why the document isnt available at that period and prolly time will be allowed to submit the quoted document.

What do u think?

But you did misrepresent yourself because you applied to a program you were not eligible for. Your cousin didn’t even have PR yet you applied and had him sign off as a supporter without being PR. One of the requirements is MUST be PR but you applied before he had it. Can’t see why they allow it as it clearly states MUST be PR not going to to be.
