visitor visa for extended family member

Hi all. Wondering about applying for a visitor visa for my brother in law. I am a bit unsure...do they need to have an urgent reason to come on a visitor visa or can immediate and extended family members just come to visit without an extreme reason, such as death in the family or end of life visit etc? I know we need to get preauthorization but does there need to be a "good" reason for them to come to get it approved?

yes my husband's brother. I saw someone had invited a sister to visit and seemed like they didn't need a urgent reason but I'm guessing I suppose. Thank you.
