PR card issuance after soft landing

Hello all, does anyone know the procedure to apply for PR cards after completing the landing procedure ? The Canadian agents at the border didn’t update a Canadian address on my CoPR document or file and told me that I can get a PR card only when I move permanently.

Did the June landers received PR already? did they start july processing or not yet … I m eagerly waiting for my card as I need to travel out of Canada
