I am planning to apply for ATIP Request and below are my timelines

App. Delivered: Nov 23, 2019
AOR: February 10, 2020
In Process ECAS: February 24, 2020
Finger Print Request Received : February 24, 2020
Finger Print Request Submitted : March 03, 2020

I would recommend apply first and then plan. It can take u more than 30 days to get them anyways .

How do you know it is Scarbro office?

I also thought my office is Scarbro since I am in Toronto, but when I got GCMS notes last week, it says my file is still with CPC Sydney as primary office even after 2 years. My paper file was never transferred to local office.

How do you know it is Scarbro office?

Possibly due to background check is not yet complete hence not transferred to local office yet.

whats the hold up in background check? Any notes related on where and why its pending?

Under Security nothing was mentioned , but they marked Criminality as Passed in the Notes, other than this they didnt mentioned anything in this Notes

If Criminality says "Passed" but your BG checks are still in progress, then the it means that security checks (CSIS) is pending.

It seems we both have same CPC Sydney as primary office. My background check is completed back in Feb-2020. Nothing after that. But still the file is not transferred to local office.

And also I came across another few people in FB group, who applied in Nov-2019 and also they have same CPC-Sydney as primary office and Scarbro as secondary office.

Looks like a common pattern for Nov-2019 applicants.

Hi! I have an updates today. Background verification and physical presents are completed on Aug 2 2021. Language skills are still in progress. But it's for my mom and she doesn't need to have language and knowledge tests. She is the only one applicant. I hope it'll move now.

Yeah, this is commonplace for senior applicants. If Prohibitions and Physical Presence are set to "Completed", then you can consider this as "Decision Made".

Did you check ECAS as well? What status do you see on ECAS?

I have a question: is the address on ecas is the address on file? Last year I changed my address within the same city and I updated it online, and on ecas it's the correct address, but I am reading that people are requesting address change by webforms or by calling them via the phone. I would like to know if what I did was valid and reflected on my file, and no further action is needed. Thanks in advance

If you have your current address reflected then address change went through. No need to call.
